Governor John Hubbard signed the Bates Manufacturing Company into existence in August 1850, the mill was finished in 1852, and it was the largest employer in Maine for three decades. French Canadian immigration from 1861 took the population from 1,801 in 1840 to 21,701 by 1890, and the city still has the largest French-speaking population of any in the country; the Church of Saints Peter and Paul, begun in 1905 and finished in 1938, is the largest Roman Catholic church in Maine.
