Greenbelt came out of the New Deal: the Resettlement Administration was created on May 1, 1935 under Rexford Tugwell, following the Emergency Relief Appropriation Act that Congress passed on April 8 that year. Construction started on January 13, 1936, and the first tenants, chosen through a demanding application process, moved in on September 30, 1937. Roosevelt Center at the middle of it is still the Art Deco commercial core the town was built around. The cooperative habit outlasted the New Deal, and the Greenbelt Co-op Supermarket and Pharmacy opened in 1984 as a membership corporation.
