Nobody is certain where the name came from. The postmaster Samuel Neff, who was born in Moscow, Pennsylvania, filled in the official papers and chose it, though other accounts point at the Russian capital or at a people called Masco. Before 1875 the place was called Hog Heaven, because camas bulbs grew here in quantity and the settlers' pigs were fond of them. The first permanent settlers arrived in 1871 and the post office opened in 1872 as Paradise Valley. The territorial legislature established the University of Idaho on January 30, 1889 and it took its first forty students in October 1892. The town sits in the Palouse, on deep windblown loess left after the last ice age.
