James W. Rouse opened Columbia on June 21, 1967 as a planned city meant to fix what he thought was wrong with ordinary suburbs. It was laid out as ten villages built in sequence, Wilde Lake first in 1967 and River Hill last in 1990, with Merriweather Post Pavilion in the middle of it. Rouse marketed the place as color blind and backed that with practice, holding house sales in a neighborhood until the intended mix was reached. Columbia has never incorporated; the Columbia Association runs the common areas under covenants, and the 2020 census counted 104,681 people, second in Maryland only to Baltimore.
