Meshach Frost built the first house in what became Frostburg in 1812 and called it Highland Hall, then founded the Frostburg Coal Company and became one of the region's larger coal producers before selling out to Consolidated Coal. Surveying for the National Road had begun in 1811 and the road made the town a stopping place on the way over the mountains. The Maryland General Assembly authorized State Normal School Number 2 with a $20,000 appropriation in 1898, Old Main opened two years later, classes started in 1902, and it became Frostburg State University in 1987. The 1891 depot, designed for the Cumberland and Pennsylvania Railroad by Ephraim Francis Baldwin, is where the Western Maryland Scenic Railroad turns around.
