There was nothing here to build on. The nearest water was four miles off on the Deschutes, and the ground had no roads, no timber and no soil worth planting. Frank T. and Josephine Redmond came down from Wasco in 1904, among the first settlers in what became the Central Oregon Irrigation District, and put their house beside an irrigation canal right-of-way. The town was platted in 1906 by the company digging that canal and named for them, and when it incorporated in 1910 it had two hundred and sixteen people. The railroad arrived in 1911 and it became the shipping point for cattle and lumber. Smith Rock State Park is just north.
