The mountain above this town was called Cerro de los Muleros, mule drivers' hill, until a parish priest in the Smeltertown neighborhood below, Father Lourdes Costa, convinced the El Paso bishop to buy it. The Mexican sculptor Urbici Soler was hired in 1937, worked from four in the morning until sunset out of limestone quarried in Austin, and finished the twenty-nine-foot figure in time for the first pilgrimage in October 1939.
